The roof of the building that houses the Campbell County Public Schools administration office and public library in Rustburg is set for a replacement.
The Campbell County Board of Supervisors voted Tuesday to approve $362,000 for the project and awarded a contract to The Garland Co., a business that provided the lowest bid among several contractors at close to $612,000. The county already had $250,000 set aside in its capital improvement projects plan for the roof replacement.
The building was constructed in the mid-1980s and has been prone to leaks ever since, according to a staff memo to the board from Brian Stokes, the county's director of public works. The two roofing systems have exceeded their life expectancy, Stokes said in the memo.
Over the years several repairs have been attempted with marginal results, according to Stokes. A detailed roofing inspection recently was done with The Garland Co. and the roof project coincides with a scheduled replacement of rooftop heating, ventilation and air conditioning units, Stoke wrote.

"It is imperative that these two projects be properly coordinated to ensure the roof system accounts for the installation of the new HVAC equipment," Stokes said in the report. "By doing so, this will significantly reduce the risk of any potential warranty issues."
In a separate matter, the board on Tuesday approved a special use permit for James R. Marston Jr. and Sheryl Marston for three tourist rental houses on roughly a dozen acres zoned Agricultural adjacent to 1849 Depot Road in Rustburg. The property owner seeks to rent out three silo homes for overnight guests using a platform such as Airbnb.
One of the silo homes was constructed as a permitted accessory home office building and has since been renovated without a permit as a dwelling for a short-term rental, according to a report from Austin Mitchell, Campbell County's director of community development.
The home is greater than 1,000 square feet and therefore does not qualify as an accessory dwelling for a short-term rental, Mitchell's report states. The other two silo homes are proposed as a single-family dwelling and an accessory dwelling unit on a separate parcel: both parcels meet the required acreage and frontage requirement for the agricultural zoning district, Mitchell wrote.
In other business, the board also approved a rezoning for about 29 acres at 281 John Puckett Drive in the Spring Hill district from agricultural to Industrial - Heavy with a concurrent special use permit for a storage laydown yard and a shop for a recycling business.
A special use permit for an automobile graveyard was approved on the property with conditions in 1989, according to Mitchell. That permit will expire if the use ceases for a period of two years or more, Mitchell wrote in a memo to the board.
The applicant, Dean Monroe, would use the existing gravel area on the property to store recycling containers and the existing building for repair and maintenance of equipment associated with the business, Mitchell's report states. The concept plan shows a potential future 30,000-square-foot storage and recycling center building.
The property is an area designated as medium to high-density commercial and residential, according to the county. Monroe, a member of the Campbell County Planning Commission, abstained from voting when it recently recommended to the board approval of the rezoning and special use permit.
